Delivery rates by state and area

A rate belongs to a place. In Nigeria a place is the whole country, a state, or a local government area, and when a customer types their address the most specific rate that exists wins: their LGA's rate if you set one, otherwise their state's, otherwise the whole country's.

That is the whole model, and it is why the sensible way to build this is one rate for the country and then only the exceptions. If you have not set your first rate yet, start with Configure shipping, which does exactly that in three steps and ticks the row on Home.

Where the rates live

Settings → Shipping holds three pages. Rates are the first.

Each rate is listed with its place, its level, the fee and its delivery estimate, so the list reads as the map it is.

Add a rate

Choose Add rate.

Rate for

This is the choice that matters.

• Whole country (default) is the fallback every address gets unless something more specific exists. You can only have one, and once it is set the option is marked as already set.
• A state adds a State field. The rate covers every address in that state that has no LGA rate of its own.
• A specific LGA adds a State field and then an LGA field, because an LGA is chosen inside a state.

States and LGAs that already have a rate are marked in the lists, so you cannot set the same place twice by accident.

Pricing type

• Fixed Cost: one fee whatever is in the basket.
• Weight-Based: a base fee up to a base weight, then a fee for each extra kilogram, with an optional maximum weight.

A fee of zero is free delivery to that place, and the page says so as you type it. The list shows it as Free.

Estimated delivery time

Min days and Max days, shown to the customer at checkout beside the fee. Give a range you can keep rather than the best you have ever managed.

Rate is active

Leave it on. Switching a rate off keeps it in your list but stops it being offered, which is useful when a route closes for a season and you do not want to rebuild the rate later.

Choose Add rate. The page confirms and the rate joins the list.

Working out what a customer pays

A customer in Ikeja, with a country rate and a Lagos state rate set:

Nothing is added up. One rate applies, the most specific one, and it replaces the others rather than stacking on them.

Changing and removing

Setting a rate for a place that already has one replaces it: there are never two rates for one place. Removing a rate hands that place back to whatever sits above it, and the confirmation tells you which: back to the default, or, when there is no country rate, to no delivery at all.

Free delivery over a certain order value

There is no threshold here. It is a discount, not a shipping setting: create a free shipping discount under Discounts, as a coupon or as an automatic rule with a minimum order amount. The delivery fee is then taken off at checkout for orders that qualify, and what was waived is recorded on the order.

If it does not work

• A customer sees "delivery not available": nothing matches their address. Add a whole country rate, or a rate for their state.
• There is no delivery option at checkout at all: you have no active rates. Delivery is not a switch; it appears when a rate exists.
• A customer paid a different fee than you expected: a more specific rate exists for their LGA or state. The Level column in the list shows each rate's place.
• You cannot choose Whole country: you already have one. Edit or remove it instead.
• You want one rate for everywhere outside Nigeria: there is no such thing. Each country is added on its own, as Rates for other countries explains.
