Delivery rates by state and area
Set one rate for the whole of Nigeria, then only the states and local government areas that cost something different. The most specific rate an address matches is the one the customer pays.
Rates for other countries
Every country you ship to gets one rate of its own. A country with no rate cannot be checked out to, and no country ever borrows another country's rate.
Pickup locations
List the places a customer can collect from and Store Pickup appears at checkout, free to them. Link each one to the stock location it draws from so the right shop loses the stock.
Which location fulfils an order
With more than one location, four things decide which one loses the stock: the branch the customer shopped, a pickup point's linked location, and then your fulfilment strategy and its tiebreaker.
